What you need to know about Civil Protection

One of the success factors that the state of Queretaro has had in recent decades in the promotion and development of its commercial and industrial plant is based on the compliance with the legal framework in terms of Civil Protection (CP), which has a preventive essence promoting a culture of awareness to citizenship, seeking primarily to generate an awareness of self-protection in the population knowing that many of the risks we face can sometimes be generated by a lack of responsibility towards prevention issues in terms of Civil Protection, that is, taking into account before an emergency.  

For an optimal planning of your investment, I would like to share with you some of the main requirements in terms of Civil Protection that you will have to comply with when installing a factory, warehouse, office or commerce, which will culminate with the realization of the productive unit.

The first recommendation is that before you invest in a land or property, you should approach the Civil Protection Coordination of the corresponding Municipality and request an analysis based on its "Municipal Risk Atlas" to be sure that your investment will not be affected by being in risk areas such as flood zones, Pemex pipelines, geological faults and the possibility of landslides, among others.

Once the municipal public works department has awarded you and authorized "use of the land", you must comply with the "preliminary works report", in which the local authority carries out a "risk analysis" prior to construction or installation, giving you the certainty that your project has been subject to a serious study of the land selected and the construction process established.

Once your "preliminary work report" has been authorized, you can begin the "construction permit" procedures with the municipal public works department to which it corresponds. 

One of the indispensable requirements when starting operations in a factory or commerce is to have the "Internal Civil Protection Program", which integrates the different risk areas to which your company may be exposed and defines the actions and plans to mitigate the risks inherent to your business. In addition to three sub-programs, which include training, signage, brigades and drills, among others.

The legal compliance of these obligations is framed both in the Law of the State System of Civil Protection, Prevention and Mitigation of Disasters for the State of Queretaro, as well as in the Civil Protection Regulations of the corresponding Municipality.

It is worth taking into account that any community, regardless of its size, economic situation or social characteristics, can be affected by any of the following disruptive phenomena: Natural (hydrometeorological and geological) and Anthropogenic (chemical, sanitary-ecological, socio-organizational).
